Gökmen Ülgen was born in Kocaeli in 1974. He graduated from the Department of Civil Engineering at the Faculty of Civil Engineering of Istanbul Technical University in 1995 and earned a Master’s degree in Business Administration from the Institute of Social Sciences at Istanbul University in 1998. Ülgen began his professional career in 1998 and joined Alsim Alarko Sanayi Tesisleri ve Ticaret A.Ş. in 2005. Since then, he has held various positions across a wide range of projects within the company. In 2019, he was appointed Deputy General Manager responsible for Central Units at Alsim Alarko Sanayi Tesisleri ve Ticaret A.Ş. He subsequently acted as Deputy General Manager for Romania Business Development & Construction in 2022. As of 2025, Ülgen acts as Deputy General Manager for Agricultural Investment & Construction at Alsim Alarko Sanayi Tesisleri ve Ticaret A.Ş. Gökmen Ülgen is fluent in English.
